A dangerous rapist has been sprung from Orange County Jail and will now reside in the City of Newburgh.
The New York State Department of Criminal Justice Services announces yesterday that Ted Brown, age 51, has moved to Grand Street in the City of Newburgh. His new home is located near the Newburgh Board of Education and the SUNY Orange Newburgh Campus.
Brown is a level three sex offender, which is the worst of the three categories. Level three offenders are defined as a “high risk of repeat offense and a threat to public safety exists.”
He was convicted of numerous violent and heinous sex offenses in the City of Newburgh.
His crimes involved using a firearm, striking his victims with his hand, physically overpowering his victims, and making threats. His victims were a 34 year-old woman and a 39 year-old woman. They were both reportedly strangers to Brown.
According to the DCJS, Brown conducted actual sexual intercourse, actual deviate sexual intercourse, actual sexual contact, and actual kidnapping or unlawful imprisonment.
Brown was convicted of five counts of Rape with Forcible Compulsion in the 1st degree; five counts of Sodomy with Forcible Compulsion in the 1st degree; two counts of Unlawful Imprisonment in the 1st degree; and one count of Sexual Abuse by Forcible Compulsion in the 1st degree.
The crimes occurred 1992. Brown was sentenced to 10-20 years in the state penitentiary, the DCJS reported. According to public records, he won a parole sometime during his stay, but went back to prison before his latest release in 2017.
It is unknown why Brown was most recently residing in Orange County Jail before moving into the City of Newburgh.
