It is our policy to only print felony arrests. Some misdemeanor arrests may be published if they are of notable interest or if they include driving under the influence charges due to the danger to public safety. All persons listed herein have not yet had their day in court and are innocent until proven guilty in court.
State Police (Troop T):
- Thomas Lozada, age 27 of Allentown, PA, was arrested in Cornwall at 2:16am on Thursday, February 9, 2023. He was charged with Criminal Possession of a Controlled Substance (Narcotic Drug 4 oz or More) in the 2nd degree, a Class A felony; Criminal Possession of a Controlled Substance (Narcotics), a Class B felony; Criminal Possession of a Weapon in the 3rd degree (Ammo clip), a Class D felony; Fleeing an Officer in a Motor Vehicle in the 1st degree, a Class D felony; Criminal Mischief in the 3rd degree, a Class E felony; Criminal Use of Drug Paraphernalia (Scales) in the 2nd degree, a Class A misdemeanor; and Obstructing Governmental Administration in the 2nd degree, a Class A misdemeanor. Police have not released the disposition of his arrest.
- Marvin R. Luna, age 27 of Allentown, PA, was arrested in Cornwall at 2:16am on Thursday, February 9, 2023. He was charged with Criminal Possession of a Controlled Substance (Narcotic Drug 4 oz or More) in the 2nd degree, a Class A felony; Criminal Possession of a Controlled Substance (Narcotics), a Class B felony; Criminal Possession of a Weapon in the 3rd degree (Ammo clip), a Class D felony; and Criminal Use of Drug Paraphernalia (Scales) in the 2nd degree, a Class A misdemeanor. He was issued an appearance ticket and released.

- Emanuel M. Lanausse, age 31 of Newburgh, was arrested in the Town of Newburgh at 10:58pm on Wednesday, February 8, 2023. He was charged with DWI with Previous Conviction in 10 Years, a Class E felony; Operating a Motor Vehicle with a BAC of .08% or Higher with a Prior, a Class E felony; Circumventing an Interlock Device, a Class A misdemeanor; and Aggravated Unlicensed Operation of a Motor Vehicle in the 3rd degree, a misdemeanor. He was released to a third party.
- Emmanuel Mozo-Perez, age 36 of Newburgh, was arrested in the City of Newburgh at 2:33am on Saturday, February 4, 2023. He was charged with Aggravated Unlicensed Operation – Alcohol in the 1st degree, a Class E felony; and DWI 1st Offense, a misdemeanor. He was released to a third party.
- Earl L. Farrell, age 36 of Poughkeepsie, was arrested in the City of Newburgh at 3:05am on Saturday, February 4, 2023. He was charged with DWI 1st Offense and Operating a Motor Vehicle with a BAC of .08% or Higher 1st Offense, both misdemeanors. He was released to a third party.
- Froylan Moran, age 45 of Newburgh, was arrested in the City of Newburgh at 3:45am on Saturday, February 4, 2023. He was charged with Aggravated DWI Per Se with No Priors and DWI 1st Offense, both misdemeanors. He was released to a third party.
- Jesus Labra Pere, age 35 of Newburgh, was arrested in the City of Newburgh at 11:18pm on Saturday, February 4, 2023. He was charged with DWI 1st Offense and Operating a Motor Vehicle with a BAC of .08% or Higher 1st Offense, both misdemeanors. He was released to a third party.
- Jovane R. Brown, age 29 of Beacon, was arrested in the Town of Newburgh at 2:00am on Sunday, February 5, 2023. She was charged with DWI 1st Offense and Operating a Motor Vehicle with a BAC of .08% or Higher 1st Offense, both misdemeanors. She was released to a third party.
