Police Blotter – 3/24/2023

It is our policy to print felony and misdemeanor arrests. All persons listed herein have not yet had their day in court and are innocent until proven guilty in court.

City of Newburgh Police:

• James Lavar Rich, age 35, was arrested on Friday, 3/17/2023. He was charged with Murder, a Class A felony; and Criminal Mischief in the 3rd degree, a Class E felony. He was also arrested for a 3/14/2023 charge of Assault in the 3rd degree, a Class A misdemeanor.

• Jose Mendoza, age 19, was arrested on Sunday, 3/19/2023. He was charged with Rape in the 2nd degree, a Class D felony.

• Asgan Aponte, age 17, was arrested on Friday, 3/17/2023. He was charged with Robbery (Aided by Another) in the 2nd degree, a Class C felony; Robbery in the 3rd degree, a Class D felony; Grand Larceny (Credit Card) in the 4th degree, Conspiracy in the 4th degree, and Grand Larceny in the 4th degree, all Class E felonies; Petit Larceny, a Class A misdemeanor; Harassment (Physical Contact) in the 2nd degree and Disorderly Conduct (Violent Behavior), both violations.

• Jonathan S. Rosario-Rosado, age 21, was arrested on Saturday, 3/18/2023. He was charged with Criminal Possession of a Weapon (Loaded Firearm) in the 2nd degree, a Class C felony.

• Martin Cocchub, age 32, was arrested on Wednesday, 3/15/2023. He was charged with Assault with a Weapon, a Class D felony; Criminal Mischief (Preventing Emergency Call) in the 4th degree and Acting in a Manner to Injure a Child, both a Class A misdemeanors; Menacing in the 3rd degree, a Class B misdemeanor; and Harassment (Physical Contact) in the 2nd degree, a violation.

• Vatiecha Lepree Rankine, 31, was arrested on Monday, 3/13/2023. She was charged with Assault with a Weapon, a Class D felony.

• Tayquan M. Hammond, age 31, was arrested on Monday, 3/13/2023. He was charged with Assault with a Weapon, a Class D felony.

• Maurice Owens, age 19, was arrested on Monday, 3/13/2023. He was charged with Assault with a Weapon, a Class D felony.

• Chantal C. Mason, age 41, was arrested on Monday, 3/13/2023. She was charged with Assault with a Weapon, a Class D felony.

• Taliah I. Featherston, age 21, was arrested on Monday, 3/13/2023. He was charged with Assault with a Weapon, a Class D felony.

• Elisha Seda, age 46, was arrested on Monday, 3/13/2023. She was charged with Assault with a Weapon, a Class D felony.

• Royan Antoney Brown, age 25, was arrested on Tuesday, 3/14/2023. He was charged with Assault in the 3rd degree and Menacing with a Weapon in the 2nd degree, both Class A misdemeanors.

• Tashee T. Parker, age 39, was arrested on Wednesday, 3/15/2023. She was charged with Assault in the 3rd degree and Acting in a Manner to Injure a Child, both Class A misdemeanors.

• Dariel R. Baires-Munguia, age 36, was arrested on Tuesday, 3/14/2023. He was charged with Criminal Obstruction of Breathing, Criminal Mischief in the 4th degree, and Assault in the 3rd degree, all Class A misdemeanors.

• John Joseph Affronti, age 46, was arrested on Sunday, 3/19/2023. He was charged with Criminal Possession of a Controlled Substance with Intent to Sell in the 3rd degree, a Class B felony; Criminal Possession of a Narcotic Drug in the 4th degree, a Class C felony; Criminal Possession of a Controlled Substance with Intent to Sell in the 5th degree, a Class D felony; Criminal Possession of a Controlled Substance in the 7th degree, a Class A misdemeanor; Criminal Possession of Marijuana Over 2 Ounces in the 4th degree, a Class A misdemeanor; Criminal use of Drug Paraphernalia (Scales) in the 2nd degree, a Class B misdemeanor; and Criminal Use of Drug Paraphernalia (Packaging) in the 2nd degree, a Class B misdemeanor.

• Alexis M. Smith, age 23, was arrested on Thursday, 3/16/2023. She was charged with Criminal Contempt (Communications) in the 1st degree, a Class E felony; Criminal Contempt (Disobeying Court) in the 2nd degree and Aggravated Harassment (Threats) in the 2nd degree, both Class A misdemeanors.

• Edwin Tolbert, age 24, was arrested on Tuesday, 3/14/2023. He was charged with two counts of Criminal Mischief in the 3rd degree, Class E felonies.

• Osvaldo F. Duenas, age 22, was arrested on Saturday, 3/18/2023. He was charged with Criminal Mischief in the 3rd degree, a Class E felony.

• Nicole Paula Oliver, age 36, was arrested on Monday, 3/13/2023. She was charged with Acting in a Manner to Injure a Child, a Class A misdemeanor.

• Darrell P. Warren, age 36, was arrested on Monday, 3/13/2023. He was charged with Criminal Contempt (Disobeying Court) in the 2nd degree, a Class A misdemeanor.

• Damian Rincon-Ruiz, age 38, was arrested on Sunday, 3/19/2023. He was charged with Criminal Trespass – Enclosed Property in the 3rd degree, a Class B misdemeanor.

• Alex J. Sciglio, age 27, was arrested on Saturday, 3/18/2023. He was charged with DWAI Combined Drugs/Alcohol, a misdemeanor, and Criminal Possession of a Controlled Substance in the 7th degree, a Class A misdemeanor.

• Wilson Ortiz, age 47, was arrested on Saturday, 3/18/2023. He was charged with DWI 1st Offense and Operating a Motor Vehicle with a BAC of .08% or Greater 1st Offense, both misdemeanors.

• Salvatore Argento, age 32, was arrested on Tuesday, 3/14/2023. He was charged with Aggravated Unlicensed Operation of a Vehicle in the 3rd degree, a misdemeanor.

• Tazay M. Hill, age 25, was arrested on Tuesday, 3/14/2023. She was charged with Obstructing Governmental Administration in the 2nd degree, a Class A misdemeanor.

State Police (Troop F):

• Alyssa Robinson, age 33 of Newburgh, was arrested in the Town of Montgomery at 3:00pm on Wednesday, 3/22/2023. She was charged with Grand Larceny in the 4th degree, a Class E felony. She was issued an appearance ticket.

• Christina Arce, age 38 of New Windsor, was arrested in the Town of Wallkill at 9:05pm on Friday, 3/17/2023. She was charged with DWI 1st Offense, a misdemeanor. She was released to a third party.

• Ruben Cotto, age 56 of Newburgh, was arrested in the Town of Newburgh at 11:17pm on Friday, 3/17/2023. He was charged with DWI 1st Offense and Operating a Motor Vehicle with a BAC of .08% or Greater, both misdemeanors. He was released to a third party.

• Habigail Galves, age 45 of Newburgh, was arrested in the City of Newburgh at 2:48am on Saturday, 3/18/2023. She was charged with DWI 1st Offense and Operating a Motor Vehicle with a BAC of .08% or Greater, both misdemeanors. She was released to a third party.

• Kevin J. Fitzpatrick, age 48 of Lake Peekskill, was arrested in the Town of Newburgh at 3:34am on Saturday, 3/18/2023. He was charged with DWI 1st Offense and Aggravated DWI Per Se with No Priors, both misdemeanors. He was released to a third party.

• Jose L. Giron, age 54 of Newburgh, was arrested in the City of Newburgh at 5:10am on Saturday, 3/18/2023. He was charged with DWI 1st Offense and Operating a Motor Vehicle with a BAC of .08% or Greater, both misdemeanors. He was released to a third party.

• Shannon J. Spearman, age 41 of Newburgh, was arrested in the City of Newburgh at 3:28am on Sunday, 3/19/2023. She was charged with DWI 1st Offense and Operating a Motor Vehicle with a BAC of .08% or Greater, both misdemeanors. She was issued an appearance ticket.

• Kaitlyn D. Longo, age 22 of Newburgh, was arrested in the Town of Newburgh at 10:16pm on Sunday, 3/19/2023. She was charged with DWI 1st Offense and Operating a Motor Vehicle with a BAC of .08% or Greater, both misdemeanors. She was released to a third party.

• Albin Dedivanovic, age 29 of New Windsor, was arrested in the Town of Newburgh at 10:56pm on Sunday, 3/19/2023. He was charged with DWI 1st Offense and Aggravated DWI Per Se with No Priors, both misdemeanors. He was released to a third party.

• Daniel G. Suazo, age 24 of New Windsor, was arrested in the Town of Newburgh at 11:15pm on Sunday, 3/19/2023. He was charged with DWI 1st Offense, a misdemeanor. He was released to a third party.

She was charged with Manufacturing Drug Related Paraphernalia and two counts of Criminal Possession of a Controlled Substance in the 7th degree, all Class A misdemeanors. She was issued an appearance ticket.

• Dylan J. Duso, age 23 of Plattsburgh, NY, was arrested in the Town of Newburgh at 3:42pm on Sunday, 3/19/2023. He was charged with Manufacturing Drug Related Paraphernalia and two counts of Criminal Possession of a Controlled Substance in the 7th degree, all Class A misdemeanors. He was issued an appearance ticket.
